Try to run the installer as admin please

Yes, iniManager only downloads a seperate installer for this product. Normally it should open itself, however depending on your UAC settings, Windows might prohibits this. The iniManager downloads the installer to "C:\Users\XXX\AppData\Local\iniManager\app-2.2.9\resources\app\temp" XXX being your Windows user name. Open it from there and it'll install the actual scenery.

If the Manager stops opening at "half r" it is server side and nothing you do will fix it. It should be working again now.
