Blender file in paint kit can't be opened by Blender

I've tried using Blender versions 3.6 and 4.2 and both have said that the included blend file isn't a blend file. Other users on Synaptic's server have had problems with it as well.

I was only going to use the blend file to export the mesh as an FBX for Substance Painter. It would be nice if that was included in the kit as other developers have done.
