THS not movable with ELEC pumps on ground

I tried it after a flight, after engine shutdown where the IRS's were still aligned. With the hydraulics on, the THS should be movable, because if you have a pitch trim runaway for example, if you hold the wheel with you hand, both Pitch Trim Levers trip off and you will end up in manual control. So you have full authority of the THS just the the trim wheel. For maintenance actions in real life, this should also be possible on ground when the engines are not running.
