    Hey @John N , I assume its more like a ISP (Internet Service Provider) issue then a Windows issue, but I will check once I'm home and will let you guys know :D

i hate to jinx myself, but.. its working for me.. still so far..

I just fixed the issue!

Had to disable security shield on "my spectrum" app. I use spectrum for my wifi and it was disabling the inibuilds manager
