I love the scenery, but I do not see people in the terminals as in the preview pics of the scenery. I did read that this may be adjusted by using the IniBuilds Manager, however I went into the Manager, and did not see that it even acknowleged that I have the scenery at all, and I think this may be because I purchased it through the in game Marketplace.

Does this sound accurate? And if so, is there any way to activate the people appearing in the scenery / terminals?

Are you on Xbox? On that platform the people models are disabled by default for performance reasons.

On PC, you should see people inside the terminal 5 buildings, as seen here on the v3.1.0 marketplace build on PC:

Please ensure you have uninstalled the Asobo EGLL from your content manager.
Also try to clear your scenery indexes as follows:
