FMS SPD and PFD speed not synced ( managed mode)

OMDB- ZBAA EA engines. At FL410 the FMS is commanding .85, but the airplane is flying at .861 in managed mode. Cost Index is 200

I had to insert 150 for CI to make it Fly .85 . I dont think this is correct.
