can't checkout on inimanager

i tried to buy two airports, the manager won't let me.

when i press the checkout button it immediately jumps to a page that says:

 

Something went wrong.

What happened?

Too many attempts: Please try again in a few minutes

this appeared the very first time i tried to purchase the airports. 
i logged out and logged in again now several times, still not working.
also because i logged out, my whole wishlist is gone now.

how can i fix this?
