OIS (EFB) Turn On before Startup ?

Hello,

Is there any way we can have the OIS/EFB 'available',
Before any kind of Startup procedure ?

i.e. before needing Batts, Ext Pwr, etc.

Like just Pressing the Power Button for a couple of secs,
but still defaulting to Off, as now.

There's seems no way to load a Panel State,
without some startup process, which kinda defeats the object.  🙂
