How do you add fuel? It seems stuck at 24% (or thereabouts) for me

Hi

I'm really enjoying the plane.

I keep running out of fuel though. And it seems to ignore my settings. At the moment I can only do short flights.

If I add fuel in the world map thingy, it ignores it when I load the game. It's always set to 24% or somewhere around there.  

I can't seem to add any in-game either.  I ask for more fuel nothing happens. Engines are off.  Looking at the weight window, it keeps slowly draining. 

Any idea what I am doing wrong?

Payload page on the tablet is the only way to add fuel. Can't do it from the world map or the fuel and payload window
