TTG Mexico City Exclude File INOP

Dont know if i missed something but,

The TTG exclude file isn't working for Mexico City. 

Any ideas?

Yes, I am talking about the MMMX_exclude file.

Have no problem downloading it, but when I unzip it I get a error message.

I tried to unzip other files and Winzip works fine.

Any thoughts?
