If anyone else is experiencing this, it's not the plane, it's the new Nvidia driver (595.79). I lowered it to 591.82 and it fixed everything for me.

UPDATE: Upon testing with the new driver version, I don't really see any much of stuttering at all if at all using low end settings on my pc. Here are my specs
