Beacon/Taxi/Landing/Strobe toggles cannot be mapped to switches

I apologize if this has been asked before, but I noticed that I cannot map any of those lights to actual switches, at least not in the way that will get them to work normally (flip switch up, light is on, flip it down, light is off) - I can set them to toggles, but that's not how switches are supposed to work. 

There also seems to be no way to map bat1, bat2, emer 1 and emer2 to buttons or switches as well. 

 

I was planning on making a partial overhead panel, but without these it won't really work. 

Am I doing something wrong or are these not properly mapped to action within the game that I can then map to inputs?
