I had this - I have Orbx Dubai City pack and used a merge file available on flightsim.to I found if I renamed the folder name in the community folder to "zzzz-inibuilds-airport-omdu-skydive-dubai" then the scenery priority allows for the Orbx stuff to load, followed by the excludes in the merge file, folowed by this addon, which makes everything work together great.
